CSSC DfI minibus guidance consultation response

The Department for Infrastructure (DfI) carried out a consultation to clarify the licensing and qualification framework for bus passenger transport. The consultation closed on 8 December 2017.

  • DfI informed us that the intention of the consultation was only to seek views on whether or not the revised guidance provided is clear, easily understood and covers all the circumstances in which minibuses are driven.

    There was no intention by DfI, through this consultation, to reverse the recent ‘clarification’ issued by DfI that teachers (and other school employed staff) cannot be considered as volunteers and are therefore exempt from the minibus driving licence requirements.  

    Despite this disappointing outcome of our discussions with DfI, EA and others, CSSC submitted this response to DfI to ensure that the views of controlled schools were put on record.
